Frank Hall has Bachelor’s degree in Chemistry from Pikeville College and is a Certified Public Manager through Kentucky State University and The Commonwealth of Kentucky. Hall has 20 years of experience as an environmental chemist. He currently serves as the Laboratory Certification Coordinator for Division of Water. He is EPA certified as Drinking Water Certification Officer for Chemistry and Microbiology.
